Wales' seas in crisis

Legislative reform, of the Welsh marine environment, commissioned by WWF Cymru and prepared by Cardiff University shows the tangled web of confusion, and often conflicting legislation that governs Wales' seas.
It states the need for a co-ordinated and sustainable approach that would better serve the marine environment, instead of the mass of authorities and legislation that governs it today

  • Coastal tourism contributes over £600 million to the economy
  • The fishing industry contributes over £20 million to Wales' economy and provides full time employment for approximately 660 people
  • 70 per cent of Wales' coastlines lie within Special Areas of Conservation under the EC Habitats Directive
  • Bottlenose dolphins, mostly found in tropical waters are also commonly seen off the Welsh coast with Cardigan Bay being home to an impressive resident population
  • Oil tankers are still able to travel through some of Wales' most sensitive sea areas
  • 13 UK bodies have marine responsibilities and over 85 Acts of Parliament apply in coastal areas

The report reveals how the current legislation is inadequate and overlapping, which leads to confusion over which body is in control, and exactly what their responsibilities are. This disjointed approach has resulted in conflicts of interest between different organisations and agencies. There are few tools to encourage a sense of "ownership" or responsibility for marine resources, to enable local management. Many of the laws governing Wales' seas are outdated and have not been adapted to deal with the new demands on our seas such as marine renewable energy.

"As 70 per cent of the planet is covered by salt water, the protection of our seas is one of the greatest global conservation issues. On land we have begun to realise the need to monitor, manage and implement polices to protect the environment from degradation an over-exploitation. In the seas the same level of approach does not exist which leads to inconsistencies and confusion," said Sally Bailey, Campaigns co-ordinator for WWF Cymru.

"WWF believes that based on the findings of the report there is a pressing need for new marine legislation to achieve protection and effective management of our seas for both wildlife and sea users alike. The Government must act now to push for new marine legislation. We have neglected our seas for too long - the 'out of sight - out of mind'syndrome must change otherwise we will continue to destroy the habitats and species in our seas," added Sally.




Moroedd Cymru mewn argyfwng

Mae Legislative reform of the Welsh marine environment, a gomisiynwyd gan WWF Cymru ac a baratowyd gan Brifysgol Caerdydd, yn dangos y dryswch o ddeddfau, sydd yn aml yn gwrthdaro â'i gilydd, sy'n llywodraethu moroedd Cymru.

Mae'n datgan yr angen am ymagwedd cydgysylltiedig a chynaladwy a fyddai o fwy o fudd i'r amgylchedd morol, yn lle'r pentwr o awdurdodau a deddfau sy'n ei lywodraethu heddiw

  • Mae'r diwydiant pysgota yn cyfrannu dros £20 miliwn at economi Cymru ac yn rhoi gwaith llawn amser i oddeutu 660 o bobl

  • Mae dolffiniaid trwyn potel, a geir yn bennaf mewn dyfroedd trofannol, hefyd yn cael eu gweld yn agos at lannau Cymru, ac mae Bae Ceredigion yn gartref i boblogaeth drawiadol
  • Mae llongau tancer olew yn dal i gael teithio trwy rai o ardaloedd morol mwyaf sensitif Cymru


Mae'r adroddiad yn datgelu sut mae'r deddfau presennol yn annigonol ac yn gorgyffwrdd, gan arwain at ddryswch ynghylch pa gorff sydd â rheolaeth, a beth yn union yw eu cyfrifoldebau. Mae'r ymagwedd ddarniog hon wedi arwain at wrthdaro buddiannau rhwng gwahanol sefydliadau ac asiantaethau. Ychydig o offer sydd i annog ymdeimlad o 'berchnogaeth' neu gyfrifoldeb am adnoddau morol, er mwyn galluogi rheolaeth leol. Mae llawer o'r deddfau sy'n llywodraethu moroedd Cymru yn hen-ffasiwn ac nid ydynt wedi cael eu haddasu i ddelio â'r galwadau newydd ar ein moroedd megis ynni adnewyddadwy

"Gan fod 70 y cant o'r blaned wedi'i orchuddio gan ddwr hallt, mae amddiffyn ein moroedd yn un o'r materion mwyaf ym maes cadwraeth fyd-eang. Ar y tir rydym wedi dechrau sylweddoli bod angen monitro, rheoli a gweithredu polisïau i amddiffyn yr amgylchedd rhag ei ddiraddio a'i or-ecsbloetio. Yn y moroedd nid yw'r un ymagwedd yn bod, ac mae hynny'n arwain at anghysonderau a dryswch," meddai Sally Bailey, Cydgysylltydd Ymgyrchoedd WWF Cymru.

"Mae WWF yn credu, ar sail canfyddiadau'r adroddiad, bod angen deddfwriaeth forol newydd ar frys, i sicrhau bod ein moroedd yn cael eu hamddiffyn a'u rheoli'n effeithiol er mwyn bywyd gwyllt a defnyddwyr y môr fel ei gilydd. Mae'n rhaid i'r Llywodraeth weithredu yn awr i bwyso am ddeddfwriaeth forol newydd. Rydym wedi esgeuluso ein moroedd yn rhy hir - mae'n rhaid i'r agwedd 'allan o olwg, allan o feddwl' newid, neu byddwn yn parhau i ddinistrio'r cynefinoedd a'r rhywogaethau yn ein moroedd," ychwanegodd Sally.
