Welsh Territorial Seas are among the most heavily exploited in the world. To date legislation and planning has developed in an ad-hoc manner on a sector by sector basis. It is confusing, fragmented and conflicting.
Without robust and comprehensive reform of marine management, increased conflicts of interest and declining Welsh marine resources are unavoidable.

- An integrated approach of statutory Marine Spatial Planning is needed to manage our seas sustainably. This provides a fair and transparent procedure to mediate between conflicting pressures to prevent further over-exploitation of our marine resources.
- Sustainable Development (with strong nature conservation elements) must sit at the heart of the Bill – business as usual is not an option.
- An integrated licensing regime that operates within Marine Spatial Planning that is transparent, consistent and includes all sectors.
- We need Marine Protected Areas (MPAs) and Highly Protected Marine Reserves that can exist with MPAs or as a stand alone site, to better conserve species.
- A further consultation for the fisheries provisions within the Marine Bill (as this was absent for the first consultation). Ultimately we would like to see a new legislative framework for inshore fisheries, revision of the aims of the Sea Fisheries Committees, and an ecosystem based approach adopted to management.
